-Ability to tweak the number of AIs that spawn in certain areas (ie ghoul population)
-control player leveling (so you could lock the game at your current level, raise stats, etc.)
-prevent/alter world leveling: basically change the extent to which the world changes to fit your level
-Better difficulties: hard game modes should not make all the enemies you face into tanks; they should make you health smaller instead
-Factions/Affiliations: possibly make raiders, ghouls, etc., not be hostile towards the player you, and make other groups hostile instead (in case anybody wants to rp a ghoul or a raider)
-Reveal/Hide map: Let's say you want to start a roleplaying character it would be nice if you could disable the map and/or fast travel option; possibly a choice when you start your game
-Choose where you start: Good for roleplaying
-Crippling: being able to set up how much damage your limbs can take would be nice
-Health tweaks: changing how much overall health the player has and other npcs have (so players can make it more realistic)
It would be nice if these options were available. Then the game would be much more accessible and replayable.
I'm sure I'm not the only person who feels this way; lack of customization options in Fallout 3 was kind of a letdown when trying to rp.
