I was thinking mabye Benny shot you for the information because he wanted to know what CL and the NCR are up to perhaps hes leading or working for the people of Las Vegas

side note:are the people of las vegas trying to free themselves from house as well?

I doubt the people are trying to be free of House. I mean, he just sits there and ensures that the Strip is fully guarded and secure as far as I know.
As for being 'shot for information', I doubt it. How would he get the information from you? Unless the package somehow tells him what everyone is up to.
