NPCs crouching on the strip?

I have this issue where I walk into the strip all of the people are just crouching and walking very slowly. I deactivated any recent mods I added before I had this problem but it wont go away. Any advice?

No one has any ideas? I turned off all the mods and it still happens. I dont know what to do

It sounds like there was a fight that just happened. Did you kill anyone the last time you were on the strip?

Try waiting or sleeping for 24 - 72 hours (preferably away from the strip) and see if anything changes.

Try "SetForceSneak 0" in the console to see if it's because a script has forced them to.

And remember to click on the NPC in question first

Do you have Nevada Skies? Maybe they are sheltering from a sandstorm that isn't actually showing up due to mod conflict.

Try talking to the affected NPCs if you tried out everything stated above my post. It happens in my game too like whenever a fight is over or some sort of mod that affects NPCs like Nevada Skies sandstorms.
