It's an edition which has all the preorder bonusses. The RAGE homepage states that if you preorder now you'll can all the bonusses for free. http://rage.com/en/pre-order
Sadly it only links to american retailers.

The Anarchy edition is only available is the US and Canada, details for this kind of thing for 'pre-orderers' in Europe have not yet been released, but we should expect some news soon, and we are getting something thankfully
