Oh my papa glitch

I've read about this glitch a lot. I'm trying to complete for the republic part 2 without killing the great khans. What I've read says that since Regis wasn't in the room when I talked to Papa Khan about alining with the NCR so he won't talk to me about convincing Papa to aline withthe NCR. I couldn't find an answer though so please help.

I had this issue too, but I solved it by going into Papa's room and leaving out of the back door. For some reason when I did that he was in the back of Papa's house and ran up to me with the proposition.

Ok the first solution didn't work so if anybody else has a solution that would be great. Also I've already talked to Regis about the quest he just hasn't told me what to do and the great khans hate me (vilified actually) so I please help I'm getting really annoyed.

That could be the issue, I know with the powder Ganger's if you are vilified you cannot do the quests in the NCR prison. The regular characters won't mind you being there if you wear their armor, but all the quest characters see through your disguise and attack you. Try doing some other Khan side quests (If you can) and raise your reputation with them and see if that helps.

When I first started the game I didn't realize the whole faction set up of the game and the first mission I did set the Powder Gangers in a bad light, so I started killing them all when I would go to one of their settlements or the ones around the prison thinking they were the enemy, little did I know it was just because I was wearing an NCR face mask lol
