Well this needs obviously looking at:

Mr house has got me to the underground bunker at the fort and i've cleared out all the robots (which was difficult as some rooms are larger than the levels "draw distance" so the backs of them (and any baddies at the far side, which can shoot me) cannot be seen. I am directed to a console at which my only option is to "leave the console alone". It's the console next to the window which looks onto the room full of securitrons, which weirdly, has no texture on the other side of it (tcl showed that there was just no texture).

Has anyone found a fix yet? Or is this the way the game is meant to end?

You must not have the platinum chip in your possession. If you did you would be able to insert it and continue. Unless of course something truly is bugged. You might want to go back and check Caesar's body to get your chip back (he ends up with it by magic even if you don't give it to him).
