Can i play a DLC after i have beaten the game?

No you cannot. None of the DLC's for Fallout New Vegas can be played post Battle for Hoover Dam. You MUST play the DLC before the Point of No Return if you wish to play it.

sure, start another game (or load a save from before you beat it)
