The current path that i'm on requires that i convince the Great Kahns to aid the NCR to fight the Legion. One of the tasks needed to persuade Great Papa is that i find proof for Jack & Diane that the Legion punishes drug runners. I found Anders being crucified at Cottonwood Cove but he is not cooperating with me. He just keeps moaning for help and i'm not given the option to free him.

I tried pickpocketing him looking for proof and i tried putting him out of his misery but immediately failed the quest. Am i doin' something wrong or is it a broken mission?

How do you even start this quest, I talked to Papa and he just told me to get lost.

Talk to his 2nd in command (I forget his name) and he'll give you more info.

Regis is the 2nd in Command. Talk to him. I too am having the same problem, I talked to him, he told me he was crucified for drug-running (which is the proof you need for Jack and Diane), and yet I get no update whatsoever on the quest. When I speak to Diane, Anders doesn't even come up and I say "I'm still looking" basically.

For the NCR, talk to the second command and ask his opinion on NCR. He'll tell you he doesn't mind them or W/E, go report back to the colonel, and you can instead assassinate Papa instead of diplomatic stuffs.

I don't get squat from the second, when I ask him about stuff he tells me its not for discussing with outsiders. (Anyone else ever get tired of being called an outsider by every tribal nomad reject and their grandmother?)
