I've been playing a hell of a lot since New Vegas came out and theres some simple acheivements I know I've got by now like, lv 20: up and comer, recruit someone: Buddy Ol' Pal, and G.I. Blues. I'm sure there's more, and I'm not playing for the cheives but it would be nice if it worked. I have no mods, the only thing I have is the preorder dlc. :cryvaultboy:

This can be caused by using the console. You can get around it by using the console, saving, then quitting to Windows and loading the game. Could also be a bug, though.
