No negative karma for murders

So I'm now on my second playthrough, where as is tradition I'm playing as a monstrously evil character. Only, since -- I think -- helping the Powder Gangers take Goodsprings, I am no longer receiving negative karma for killing people. I still get negative karma for stealing, but not murder, which is peculiar to say the least. Is this a bug, or just one of the quirks of this game's "morality system"? Has anyone else experienced this? It's taking the shine off playing as an evil bastard, I can tell you.

I'm actually getting good karma from killing fiends and other raiders while in sneak mode.I'm playing an evil character too, and I feel forced into getting good karma cause I gotta kill these guys. I do receive neg karma when killing some normal people, but that option doesn't come around as much.I think I'm going to terrorize novac and see what happens

I′m also playing an very evil caracter,and I′m Vilified by the NCR.I find it strange that I can enter all NCR/Ranger camps without any problems.
Also in Camp Forlorn Hope where I killed 3 officers,I cant see anything about my status on the map.
My opinion is that this is a bug in the game after the first patch.
I say this because I was just trying a glitch in Ranger Station Foxtrot I read about,-how to get multiple copies of a skillbook.The guide told me to delete the patch,
then load and save again.When I loaded the unpatced game,everyone attacked me in the camp as they was supposed to do.
When downloading the patch again and load the game, I`m free to go everywhere again.

i also get positive karma for sneak kills. i don't understand...

However, I'm currently at the 188 rest-stop; if I decide to go postal and brutally murder everyone present, I get faction reputation loss but not negative karma. This can't be right, can it? I mean, this can't have been intended? Or maybe it isn't a bug, just another example of the insane morality of NV? Can anyone confirm that they do receive negative karma for cold-blooded murder of civilians?

If you murdered eveyone at trading post and received npo negative karma its gotta be a glitch. There's no FNV weird morality at work there.

Well yeah, I'm presuming so too, hence posting this in Hardware and Software Issues, but I'm wondering if anyone else has encountered this and what the trigger for this bug might be. I'm sure I got negative karma when butchering the Goodsprings residents whilst helping the Powder Gangers, but since then I've recieved none, despite murdering many a blameless citizen and travelling merchant.

edit: did you try assaulting Novac and if so what happened?

I have just tryed kill allmost everyone in Novac.Killing the Novac Settlers,mercanary and No Bark gave bad karma,but killing
the doctor,Clif Briscoe,Manny Vegas and the McBrides gaves nothing.
Also when I started shoot, everyone shooted back,so I hide a little minute,and then evrrything went back to normal again.
There′s no system in when you get bad karma,and you can just hide,then all forget what you did.
