How do I get the quests for the Great Kahns at Redrock started? I heard you have to talk to the second in command but all he does is give a quick opinion and then tell me the rest is not for discussion with outsiders. What do I gotta do to make this guy open up?

Have you spoken to Papa Khan and then left the longhouse?

For this quest, you have to first speak to Papa Khan, then exit the house. At that point, Regis should come up to you to get the quest started. If that's not happening, then I suspect that you've either found a bug or potentially killed too many khans in the past.

Find the the Legion dudes' Journal (forgot his name) and show it to Papa Khan. Then go and talk to Regis, that should do the trick.
