In the central-eastern european region New Vegas is distributed by a different company, and they've been known to delay DLC releases for no good reason.

I don't know what you think about the rest of the world, but there's no european law that forces Bethesda to complicate releases by contracting an incompetent russian company and letting them sit on their asses for two months.
