Is it possible to create a perk like Mysterious Stranger? : Fallout: New Vegas

Hi.
I was transforming my old FO3 mod ( http://www.fallout3nexus.com/downloads/file.php?id=8990 ) to NV, but this time I didn't want to override the old Mysterious stranger.
Is there a way to create a perk like Miss Fortune or Mysterious Stranger? I found out they used Entry points, and had no scripts := Is there anyway to modify entry scripts/make new ones?
If that isn't possible, I also tried overriding the old Stranger, but every time I give him/her a melee weapon, he/she kills the target, but the camera just looks at the Stranger for about 15 seconds, while the other enemies kill me.

Have a look in the http://www.newvegasnexus.com/downloads/file.php?id=35979 mod, they included a couple of perks that work similarly to the Stranger, so it's definitely possible.
