Beyond the Beef - evil path

Trying to get the evil route offered to me, but I can't seem to get any other options than the good side. According to the wiki, I need "bad reputation", but it does not specify who I need that bad rep with. Is it bad rep with the Strip? With the White Gloves themselves? Or with any faction in general? Or do I just need to tank my Karma hard into the negative?

Pilfer houses? If there is a single soul standing in any of those places you haven't taken the truly evil path. Pilfering houses is saint like compared to my game.

There are different kinds of evil. Besides, killing the powder gangers in Goodsprings works out better overall since you get two merchants to offload your goods stolen from Primm onto (Chet and Trudy) - and killing all the merchants when you can't even loot their store stockpile is downright pointless.
