Im on my 2nd character(i started over)and im in winterun and the bar maid stopped giving me quest....my first time through i could have sworn she gave me a [email="!@#$"]!@#$[/email] load of quest but now it seems to have stopped....is this a bug?

She only hands out misc/radiant quests so it's not going to be constant.

If you are already running a radiant quest that requires you to report to the steward in Whiterun (i.e. kill bandit, kill giant, kill dragon), she will likely have no quests for you.

i have no misc quest from her....i have a few rumors from her.

That's all you're going to get from her. Sometimes she'll offer a misc quest directly and sometimes she'll offer info on a misc quest that you can get elsewhere. She's not a story-line quest-giver.
