I read on one of the loading screens that when the High King of Skyrim dies all the Jarl's meet up and convene a 'moot' to elect a new High King.

Well its been over 300 days in my game since Ulfric killed the last High King, so when are the Jarl's gonna meet up and choose a new High King?

I would like the Jarl of Morthal to become the new High Queen.

Jarl Ulfric is holding up the Moot for his own purposes.

I think there will be a DLC that covers the moot. Once that happens, we'll also have a canon ending, since that High King can make the decision on what happens to Skyrim regarding sticking with or leaving the Empire.

It's not going to happen in the game, it's just a thing that will eventually happen due to lore. Please don't tell me it's a game flaw, it's just some background that they gave you. Just like your character's unknown past, it's a fact that it happened, but you're not going to see it.
