Go to the mountain where that friendly dragon chills. You will see the air sort of like...wave. stand in it and read the elder scroll.

Go back to the throat of the world once you have it. (The deadric prince thing is just one use skill up book)

Yup, I like to explore every nook and cranny, so of course I came across the outpost of Septimus Signus. I must say, best quest to date! I just LOVE Blackreach!
