Ok i am play alot of mmos and i love 3rd person, combat is awesome in skyrim but i have huge problem, ANGLE wtf, is there a way to get rid of it cross-hair centers when my weapon is out but wen its put away, its to side how do i get rid of it i want it to be in center whole time. Thank You.

Go to the game setting and turn the cross-hair off.

you miss under stood me cross hair isn't the problem its the ANGLE over shoulder view i used cross-hair as an example of how its in center but my toon inst.
