Side quest, but you have to complete part of the main quest first.

It is related to the Side Quest "A New Source of Stahlrim." You'll get the quest from the Skaal, who will send you to the lodge to rescue the blacksmith from the Thalmor. The key will be on their corpses.

Give it time. You have to travel to the Skaal village and overhear the female leader and the blacksmith talking.

No it isn't. You'll get the key for the lodge during the quest to rescue the Skaal smith.

That is what i am saying. The quest has not happened and no skaal mentioned anything about a thalmornapped skaal

You cleanse tower free the skaal, then leave and do some stuff, come back, two people are talking and whatnot, then you talk to someone and they'll start it for you

I completed the MQ and still no quest and I don't see it being something you can miss after time after all its an achievement
