No, you shot it at oil or something. Shoot a fireball at a normal river or lake or something (I used the running water by the stair case in Whiterun). Little bubbles come up everywhere around where the fire just was and it looks like the water is boiling for a second.

It it caught fire it wasn't water, it was oil.

Oil slicks in dungeons can be set on fire with spells or lanterns to burn enemies, etc.

I did and I'm telling you that it just lit on fire, I shot the river near Witchmist Grove.

It's a river! Do you think I can't tell the difference between a river and an oil slick? Go there and shoot at the water, it lights on fire.
