I've had the same negative affect spell on me for what seems like forever and I can figure out who I can talk to, or what I can do to get it healed away.

Have you tried the shrines? Those things do pretty good about that.

Find an alchemist vender and buy a potion which removes all diseases (if that does not work it may be a magic debuff or poison).
