Actors not spawning properly

Hoping someone can help me with this.

I had created a test mod the first day the creation kit came out, made a cell and placed an NPC in it, and the NPC appeared fine, exactly where I put him in the CK.

But now none of the actors in any of my mods spawn, even the first mod I made, which had worked fine.

Either they spawn somewhere other than where I put them, or them don't seem to spawn at all.

And in one instance, all the actors in the cell died when I entered.

Anyone know what I might be causing this?

I can't really do anything if I can't add any actors.

A mod without NPCs would be kinda boring.

Edit: I just tested it again, and noticed a red dot on the compass. So I turned on noclip, and saw this:

No, haven't messed around with that yet.

But I didn't make one for the first mod I made, and actors spawned just fine.

But I'll go ahead and try that.

Haha, wow, I am a complete idiot.

The reason it was working before was because I had duplicated a cell, and when I deleted everything and started place my own tiles, part of it overlapped the original nav mesh, thus it (sorta) worked.

Now that I generated a nav mesh for my current level, it works just fine. Thank you, theifs.
