Adding Script dynamically to all containers in a cell

I'm just wondering if there's a way, possibly via the quest system, to dynamically add a script to all "Containers" within a cell, for instance.

I know the quest system can add scripts dynamically to a single target... can it do so for multiple targets as well?

I'm struggling for a way to tell if a container has been hit my one of my spells, but don't want to risk permanently putting OnMagicEffectApply to 20,000 containers in the world, and then have it crash or not work on DLC mods, for instance.
