Addons and Mods

I know there are plenty of threads floating around on the ESO forums but I happened to read this on the https://twitter.com/TESOnline/with_replies:

Which seems to somewhat contradict http://tamrielfoundry.com/development-faq/:

For balancing and security reasons, TES:O has no plans to directly endorse community modding at release. However, ZOS recognizes the strong role of the modding community in Elder Scrolls franchise, and certain aspects of the game experience, like the UI, will allow for user customization, reskinning, and limited modification.

I dont think I can see a modern MMO without Addons.

People like to personalize their experiences. Addons have been a huge hit on other MMOs.
Actually, I think the first thing people get is a DPS/HPS meter to measure their peformance. Many people want to know how well they playing and compete with other people.
