I think i have solved the Adoption Issue
Okay when you adopted a child or a homeless one in particular you need to:

1. adopt
2. Wait 24 hours or a day rather or (don't use the wait button at all(Untested))
3. Fast travel to a location then fast travel back or (use fast travel at your current destination say like for example: your at Lakeside Manor you would want to use fast travel again at the same location(Untested))


If anyone who has this issue have questions or comments post below or Private Message me

While those two are "Untested" the other suggestions eventually work i will be posting updates on the issue
