Go to Constance Michel. Ask to adopt. Answer her questions. Don't admit to being a thief or assassin. If you have a home with a child's bedroom, she will give permission.

-do all kids whom perants have been killed move to the orphanage?
No, but some might be adoptable nonetheless.

-do you need a wife to adopt?
You do not.

-how do I get the letter from the courier?
Enter a major city, it should arrive automatically.

How many kids can you have?

I am certain it is only two, as the two i currently have.. won't sleep in the main hall wing beds. You need the children's chest and beds.. which they're only two of. I think they need to be with your spouse ..so no multi houses for multiple children.
