Hope you can help

I've entered the Aerotech compond and had a chat with Parker, who wants me to check out gambling and drug addiction, I do so and find proof in Aerotch 200, Go back to the Captain who asked me to give him back up when he arrestes Keith, I said yes but when we enter Aerotch 200 he just stands there, if I talk to him he askes me where the missing refuggees are?

Any help please?
