Ahtar, the headsman in Solitude just won't leave his house. I've done the quest and killed the Bandit. But he isn't leaving his home, I've waited for a week outside his house, coming out of waiting around, early morning, mid-afternoon, yet he ain't shifting. Any solutions?

Edit: If I pick the lock and enter he just tells me to get out.

He came out eventually.
