Alchemy ?s... Restore, Fortify, or Regenerate?

I'm having trouble figuring out the difference between "restore, fortify, and regenerate" portions. I've read the descriptions and have even tested them out to no avail.

Can anyone give me a quick run down on the difference between the three and when it's beat to utilize each one?

Restore gives you the amount listed directly
Fortify increases the amount of health you have normally by the amount listed
Regenerate makes your health restore itself over time faster than default by the amount listed

Start fight>Fortify
Hurt bad>Restore
Lots of enemies at one time>Regenerate & Fortify ~> Restore when low on health.

restore - gives you back a certain amount of health you have lost
fortify - increases your base health i.e. if your healthis usually 200. it could increase it to 250, meaning you have more health avaliable
regenerate - makes the rate at which you naturally heal faster by whatever percent it says.
