AMD 6970 Performance and issues

So far i have gotten to the bandit garage, right as i was going in it crashed at the loading screen, the first crash i have encountered. Now im here.

I found that the Framerates are pretty bad, playable but i shouldnt have a problem hitting 60+ frames, and it definatly drops to 30 and under most of the time in the waste land.
If i turn AA off in the settings that we are provided with, i see wierd artifacts shoot off things, mainly in menus and when having a conversation with an npc.

I found it to play best so far with 2X AA, No artifacting but horrid texture load ins and framerates. I have not manually done any tweaks this is a fresh install.

Running 11.9 with the Rage performance driver. My systems specs are..

Crosshair IV Formula
Amd Phenom II X6 1100T 4.1Ghz - Water Cooled
Diamond Radeon HD 6970
16GB Corsair Dominator DDR3
1TB 7200 HDD

I am running on a 6950 and setting the AA in the vision engine control center to ovewrite the app settings really ups my fps. though I haven't found any sort of fix for the weird random npc artifacting/animation glitching.
