You have to use console commands to get it which the xbox does not have. You sure the guy was on xbox and not just using an xbox controller?

You port it over to the PC. I was able to turn the area where you get the Elder Scroll into a player home, so you can do quite a bit with it. Either way, it's only clothing. I wouldn't go through the trouble.

the guy that has the crown and was on xbox , pressed the xbox icon button in the middle of his remote showing the xbox display screen .

As I said. He ported Skyrim to the PC, and then ported it back. Once you get the procedure down and have everything set up, it takes about 10-20 minutes to accomplish. The set up can take HOURS, though.
