You're supposed to be able to craft it at the skyforge only.
But what perk do I need to have unlocked/what level do I need for it?

I believe you need only Steel Smithing, since it only uses steel.

You have to get a significant way through the Companions quest line before you can do it. Its more about that then any perks.

Finish the companions questline then talk to the guy at the forge, he will tell you that the forge feels different. That is when you can start making it.

While the armour is listed under Daedric, you do not need the Daedric smithing perk to make it. Weapons will appear under Draugr.

I wish they had a 'new' version of it, instead of the crusty looking in-game set...but again, Skyrim needs more armor sets period.
