Is there a point to this thing? I found it at Wayward Pass after exiting Ironbind Borrow.

But in all seriousness, this sounds like something UESP would be able to solve. Look it up on that; if there isnt anything about it then in all lieklyhood it either has no use or its too obscure for its use to have been found and documented on UESP

UESP doesn't have info on misc. items, it just throws them on the misc. items page and doesn't give any info. Tat link just says the itme's name and where it is found.
