Try settings the controls and turn off 360 controller and vibration.
Also use ini tweak to disable vsync

VSync is automatically on and can't be disabled from within the game. This not only reduces FPS, it also introduces mouse lag. To disable VSync in Skyrim, add iPresentInterval=0 to the bottom of the [Display] section of the Skyrim.ini file in the \Users\[Username]\My Documents\My Games\Skyrim directory.

Also go into your nvidia/ati control settings and for skyrim, turn off pre-rendered frames and force v-sync off.

also in \My Games\Skyrim\SkyrimPrefs.ini under [controls], add bmouseacceleration=0

Then you get Y axsis being 10x as much as X.
Because the game matches y sensitivity to fps when v sync is off

Thanks. That works for the menu screens, but the game itself still has that delayed feel to it. It's definitely an improvement, but not a real solution imo.

Had the same problem and changed my .ini file. It works great now (been playing for about 5 hours and no problem any more)
