got hacked during sign up so luckily my account never got verified

unfortunately this is preventing me from making a new account because you can't have one bank account attached to two separate accounts

also due to the account not being registered the paypal people cant find my account in the system to them it doesn't exist but to the system it does (I called them and told them my bank account numbers and they still couldn't find it)
