When I was fighting the guy I didn't realise he had anything unique on him so I just "fus ro da"ed him off the balcony.

Will his body remain there? And if so is there a way to get to it?

Yes he should be laying on the ice lake where you fought the dragons, it's right below the balcony

Use become Etherial which will make you immune to damage for a short time then jump off after him. It is very important you use the shout before jumping.
