The variables used in Fallout 3 and in New Vegas were in a Followers quest, not globals.
One for humanoid, one for critters/bots.
They were used as conditional checks and set via scripts in dialog. quest, or acvitor, to name a few.
Oblivion had dodgy handling of this as it was still in infancy when Oblivion was made.
