maby a stupid question, but ive yet to find an item that lowers the time between shouts, expect for an amulet of talos(i think) but it lowers the time between shouts by 0%, anyone found any items that have an effect on reducing time between shouts?.

It's just glitched, it still lowers the time by 20%, same as praying the shrine of talos.

/e And they stack for 40% less time

amulet of talos reduces by 20%, blessing of talos (at the shrine) does another 20%... there is a mistake in the text that says 0%, but if you look at the time between shouts it does still decrease correctly.

Talos amulet and blessing of Talos from his shrines do lower the time- the 0% is a display error as I understand.

i would honestly use the console to rescale all shout CDs to .8 or even .6, as it stands, the vast majority of them are very underpowered or completely ignored.
