The PC version of Fallout: New Vegas uses Steam, whether purchased from Steam or big box.

I don't understand the question. To use mods, you need to have New Vegas on a PC. To have New Vegas on a PC, you need to use Steam. Asking this is like asking if there will be any issues with mods entirely. Short answer: Yes, there will always be issues with mods (especially poorly made ones)

I've never had problems modding things on Steam either, so I don't see why New Vegas would be any different.

Any copy you get from runs with a one time activation on the web with Steam. Steam is still required to be opened while playing, so it doesn't matter from where you get it.

For mods, Steam team made patches for Oblivion and Fallout 3's Steam versions to work with the Script Extenders. I'm sure they'll be able to work it out again if it's not already fixed.

No problems. Mods work fine for Fallout 3 on Steam. As the other poster said, Everybody who plays Fallout: NV on PC will use steam so the question is a moot point.
