I've noticed on many chapel blessings (the ones you get from the altars in the cities), I seem to get bugged effects. So like Talos' Blessing for me is something like "Decreases time between shouts by 0%".

Anyone else's like this?

Yeah, but only with Talos' blessings. The other blessings work just fine. I figured it might be part of a quest, but I don't know.
