I saw some in a live stream yesterday. The ones I saw(the minions) were half naked, gaunt hunchbacks, with extremely pointy small shields, and swords. The leader "Falmer commander"(who was constantly kicking the player's ass) wore a black outfit, it may or may not have been a robe.

Are the Falmer depicted as "dark elves" ? (darker than Dunmer, different hue?)

well they where supposed to be the whitest race in the world so i don't think they would be anywhere near dark looking.

The Falmar have devolved into goblin esque creatures with a blueish skin shade, but not dunmer like'

As for the Thalmor (warning, midish MQ spoilers apperently

Spoiler
The Blade suspect the Thalmor are in league with Alduin somehow. Perhaps Auri-El told them if they side with Alduin, they can be the dominative race in the reset world.

Exactly.

Spoiler
By the "White Tower Concordat" they made the Empire ban the worship of Talos. They also seem to have some agreements with the Imperial Legion because there are "Imperial Soldiers" (The NPC Name) dressed in full Elven Armor. There are some Rebels (Stormcloaks) in prisons established by Thalmors with the Imperial Legion.

One of the game play videos shows the player in a cave near two pale long haired figures with hunches. I was lazy and didn't rewind. At first I thought they were goblins but I'm guessing not at this point. I'll have to re-watch it.
