I have these solar panel pieces from Helios One. What am I supposed to do to get them out of my inventory? (They are marked as Quest Items)
The closest item I could find to that in the book is "Solar Array Parts" If those are they:

They are for sidequests for the Boomer Faction called Volare! and Sunshine Boogy.

Volare can be gotten from Mother Pearl at Nellis AFB after speaking with Raquel. No pre-req to this, though it intersects a part of the main and naturally there are faction factors--you'll be earning Boomer rep in all of these.
After Volare, you'll get the Sunshine Boogie quest.
After Volare, you'll get the Sunshine Boogie quest.

None of that is explained all that well in the guide, but you can also apparently just go straight to Helios One and repair the broken panels without any quest if your repair is high enough. From the way it reads some are needed to repair Solar Panels on top of Nellis AFB as well.
Sorry if that wasn't what you're after, the book lacks any kind of quest item index, and just finding Helios One in it was a huge pain in the ass.

With a week or so before my new rig is done and I can actually play, I was bound to crack it open sooner or later. On the plus side, Steam and Beth/Obsidian should have some patching done, so there's that. I'd play now bugs or not if I could though. I can hear the Gobi sniper calling to me! "Cooooommmeeee ggeeeeeettt meeeeeeeee, Myyyyyytthhhhhh."

They were lying on the ground, IIRC, you need a 25 repair level to pick it up.
