Anyone that knows what causing this?

The "blur" is only showing up in Solitude at just this spot showing in the two screen shots, doesn't matter if it is a clear day or not.

Might be something to do with FXAA? I'm pretty sure that causes a little blurring by design.

The problem seems to be something with the skybox / clouds, it's like you see some items behind the cloud fog or something?
