I have a starting skill of 20 and a couple of items I wish to disenchant. If I understand correctly, I need to find an Arcane Enchanter to disenchant these items. I've found both Anise and the mage guy at Dragonsreach, and neither presents me with an option to disenchant. How do you access an Arcane Enchanter?

You go to an enchantment altar to disenchant it. There is one behind the mage in the Dragonsreach.
