Anyone with a low level character having problems? : V

So I have a level 8 character, and while I'm on the mission to go see Delphine after getting the mysterious note, I keep running into problems.

How can I avoid this, besides avoiding the quest?

Run around have this encounter happen first then go back to your quest. Unless I'm missing something from that video? Does it happen anytime the cultists attack? If so uninstall the dlc and re download
