I just finished it then. Basically, you cannot get the quest until you're up to the final mission (eg for NCR, you get the quest after you save the president (well, you get it before, but you can't fast travel during the president's visit so...)).

But before that, you apparently have to visit a few places to learn his past. I got dialogues for him at the crashed Vertibird at the bottom of the map (south of Novac) and just inside the REPCONN HQ building (SE of New Vegas). I've got no idea if those are required, but...

Yeah i should go to those places perhaps, also the ede and the vangraf energy weapon shop.

Damn right i will confirm this. I'm at the last quest for ncr before "no turning back thingy".

I went with Arcade with EDE and he started a dialogue.
At the energy weapon shop, started a dialogue.
At Reppconn he started a dialogue with a check of 6 int.
And then at the crashed vertibird he started another one, when it ended. He instantly started the quest one!
