Arcade Gannon's Woes

Alright, so I've been running around with Arcade almost the entire game, making premature and dangerous trips to the Crashed Vertibird and Repconn HQ to speed up his quest. I gave him some nice armor, had him carry a few things, and it was an all-around good time to see how kick-ass this doctor really is. Until the return of the glitch (or poor coding?) that frustrated me in the last game, which I had to restart.

I still needed Lily and Raul as companions at this point. Made my way to Jacobstown, and thought, "Hey, I'll get Lily real quick, send her to the Lucky 38, and go get Arcade again." So I do it. And to my (lack of) surprise, Arcade 's unable-to-recruit glitch occured. This really ruined my day, my main focus was to start "For Auld Lang Syne" in this play-through. I saved before I sent him to the Lucky 38, but that's back-tracking about 3 big quests now, and I really wanted Lily recruited.

So does anyone know anything? I've been helping the NCR, but I have done nothing to offend him, so he should follow me. Is it just an unpatched glitch? Or is there some unexplained "reason" in the coding that he won't follow me again? And why hasn't this been fixed? If the Enclave will only help the Legion or NCR, shouldn't working for the betterment of the NCR be your first choice?

Please, can anyone explain? And I really want to make it known to the staff, I would like to see this patched.... there's only one way to make dealings with the Enclave in this game, and that easily pissed-off doctor is the only way. Please fix it! I gave up ARCHIMEDES II again for him! (Though it's in another save.)

From the Wiki,
Sometimes when you try to get him to rejoin you, there won't be an option in the dialog to do so. Having another humanoid companion will restore the dialog, but of course that means he refuses to join you until that companion is fired. Sometimes asking Rex or ED-E to leave the party can fix this, and if not, progressing in the main story a bit.
