Is Archery perk Steady Hand bugged?

i really dont understand the point of this skill its almost as if its bugged.

Zooming in with a bow slows time by 25%.

i tested it out and it does exactly what it says, zooming in with my bow and loading an arrow takes 25% longer, and the arrow also fly's 25% slower. that doesnt make much sense now does it? isnt it suposed to become faster instead?
this perk makes u worse lol so im definitely avoiding it for now.

This perk is useful because it allows you to better aim at a quick movng target. You are indeed "faster" because you now have a quicker reaction time relative to the game world. I find it much easier to hit a dragon flying in the air with the slow time engaged because I can better judge the appropriate lead.

It works fine for me. Yeah, it slows down time for everyone, including you, but that's a GOOD thing. It gives you more time to aim and plan the shot. It isn't magically making you faster, it just slows down the action to allow you time to think a little as you aim.

OHH so its for everything! i didnt realise that because i fired an arrow randomly in the sky and kept looking at my bow.

think it more for fire and forget archers allows time to work out where target going and aim properly then let time lapse to normal
