Archery skill book, The Gold Ribbon of Merit : V

hi .... I picked up the http://www.uesp.net/wiki/Skyrim:Archery http://www.uesp.net/wiki/Skyrim:Skill_Books, http://www.uesp.net/wiki/Skyrim:The_Gold_Ribbon_of_Merit in Fort Hraggstad but it had no effect when reading it. Nothing happened... it didnt increase my archery level.Is this because my archery level is already higher than what the book offers?

If you have read the book before, then you will not get another skill point.

You might have already read the book,and no,Books increases your level anytime until you're level 100.
