I remember in Oblivion, you had to wait until level 20 before you could do any of the Daedric quests, to avoid getting a perma nerfed version of them

Are artifacts still scaled in Skyrim? And if so, what's the level that they stop scaling at?

Or...

Are they scaled, but also scale with you, as you level?
